Dilema Pemanfaatan Dana BOS di Sekolah Swasta Minim Siswa: Antara Kebutuhan Honor Guru dan Prinsip Akuntabilitas Publik
Abstract
Penelitian ini bertujuan untuk menganalisis dilema pemanfaatan Dana Bantuan Operasional Sekolah (BOS) pada sekolah swasta SMA IT Alfahmi, dengan jumlah siswa terbatas, khususnya terkait penggunaan untuk honorarium guru, dalam perspektif akuntabilitas publik. Sekolah swasta dengan jumlah peserta didik rendah menghadapitantanganfinansialyangsignifikan,sehinggaalokasidanaBOSseringdifokuskanpadapemenuhan kebutuhandasar,termasukpembayaranhonorgurudansaranaprasaranayanglangsungmempengaruhiproses kegiatan belajar seperti pemeliharaan ruang kelas yang membutuhkan anggaran yang besar. Namun, praktik tersebut berpotensi menimbulkan persoalan akuntabilitas dan kesesuaian dengan regulasi penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus pada beberapa sekolah swasta dengan jumlah siswa minim. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa penggunaan dana BOS untuk honor guru merupakan strategi adaptif untuk mempertahankan operasional sekolah. Namun demikian, terdapat ketegangan antara kebutuhan praktis dan prinsip akuntabilitas publik, terutama dalam hal transparansi, efisiensi, dan kepatuhan terhadap regulasi penelitian ini merekomendasikan perlunya rekonstruksi kebijakan BOS yang lebih adaptif terhadap kondisi sekolah swasta kecil, tanpa mengabaikan prinsip tata kelola yang baik.
